Close-up of a railway rail and fastenings

First identify the location of every observed defect

Information about a defect is useful when it can be found on the same track section. An examination records the track number, boundaries, direction of reference, kilometre or chainage location and nearby stable landmarks. On industrial sites, the correspondence between the actual layout and the asset passport is also checked. A description such as “near the warehouse” may be insufficient where there are several parallel sidings and altered connections.

For a turnout, the element examined and the direction are identified separately. The established convention for identifying the sides of the rails is retained. The general plan, section diagram and photographs must agree. If the location was converted from another coordinate system or an internal distance reference, the original information and conversion rule are supplied. Otherwise, results from different inspections may mistakenly be attributed to the same place.

Do not combine geometry and component condition into one measure

Geometry measurements describe selected parameters of the positions of the two rails. Inspection of rails, joints, sleepers and fastenings addresses other questions. Ballast, drainage and signs of formation deformation require separate consideration. A satisfactory result from one check does not automatically establish the condition of every component. The examination programme must show which parts of the system the available data actually cover.

For each observation, the visible feature and the way it was obtained are recorded. A photograph of a damaged fastening, a numerical geometry deviation and a flaw-detection result have different limits of interpretation. They are related in space and time but do not substitute for each other. An external image of a rail cannot reliably rule out an internal defect, while an isolated geometry peak does not explain its cause.

Provide a measurement together with the conditions in which it was obtained

The record should identify the instrument or system, measured parameter, units, recording points and spacing, date and method used. For a mobile measuring device, the direction of travel and available information about the measurement mode are retained. Condition under load and without load are separate questions: comparing such results requires justification. Specialists choose the method for the task rather than according to device availability.

Along with the final schedule, the original recording and a description of processing are useful. Smoothing, changing the spacing, excluding points and manual editing can change how a local deviation appears. The original file and the version of the calculated result are therefore retained. Photographs of readings help explain instrument placement but do not compensate for missing information about the method, equipment identification or quality of the values obtained.

Relate the section's condition to the period being examined

If the question concerns a past date, a chronology is compiled of tamping, alignment, replacement of rails and fastenings, ballast cleaning and other changes. A present measurement describes condition under present circumstances. Applying it to an earlier period requires separate grounds. Records of earlier inspections are especially important when the original defect has already been corrected and direct repeat observation is impossible.

A causal explanation is examined using not only the local damage but also relevant information about the section's construction, maintenance and conditions. For example, drainage information is considered alongside the locations of deformations and when they appeared. The mere proximity of several features does not establish a cause. The report must make clear which relationships are supported and which remain technical hypotheses.

Agree the result and access arrangements without carrying out independent checks on the track

The planned result can conveniently be presented as a schedule: defect location, feature, source, measured value where available, comparison criterion and limitation. Requirements are selected for the specific asset, purpose and period; foreign values or those for another track type cannot be applied automatically. If only part of a section is accessible, the boundaries of the final assessment must reflect this.

The owner and responsible personnel arrange access to operating tracks and the necessary protective measures. Independent measurements in the traffic area to supplement photographs are unacceptable. Any necessary fieldwork is included in the agreed programme. The examination helps establish technical facts and the limits of causal findings, but does not replace required infrastructure inspections or authorise train movements on the section.
